New SCDNR Board Member Dr. Mark F. Hartley

Dr. Mark F. Hartley has been appointed by Gov. Henry McMaster to represent South Carolina's First Congressional District on the seven-member South Carolina Department of Natural Resources Board. Hartley was chosen by Gov. McMaster and confirmed by the state Senate in May. His term begins July 1, 2018.

“We are very fortunate in that the Department of Natural Resources has a long history of outstanding board members who have worked hard to help this agency fulfill its mission of being the primary steward of South Carolina’s incredible – and incredibly valuable – natural resources,” said current SCDNR Board Chairman Norman Pulliam. “We appreciate the contributions made by previous members and look forward to working with our newest gubernatorial appointees.”

Hartley earned a doctorate in business administration from Louisiana Tech University and is currently a professor at the College of Charleston’s School of Business, where he has held the Institute for Supply Management - Carolinas/Virginia Endowed Chair in Purchasing and Supply Chain Management since 1989. He has taught courses in purchasing and supply management, operations management, and business statistics for the past thirty-three years at the college. Hartley’s experience in government and politics includes service as a member of the South Carolina Procurement Review Panel, a member of former Governor Mark Sanford’s Commission on Management, Accountability, and Performance (MAP), as Chairman of Charleston County’s MAP Commission, and as Commissioner and Chairman of the Charleston County Housing and Redevelopment Authority. He is also a former Chairman of the Charleston County Republican Party and is currently a member of the State Executive Committee of the South Carolina GOP. In the natural resources arena, Hartley has served since 2003 as Area Chairman for East Cooper Ducks Unlimited, a Top 1% net fundraising chapter for DU for the past two decades. He is also a Diamond Sponsor in Perpetuity for DU, a member of QDMA, Quail Unlimited, the National Rifle Association and the Audubon Society. He is a volunteer and leader for dozens of conservation, civic, and charitable organizations in his local community. Hartley and his wife, Sharon, reside in Mount Pleasant.

“Maintaining our state’s diverse natural resources for the benefit of current and future generations is an incredibly important responsibility,” said SCDNR Director Alvin Taylor. “Our newest members’ backgrounds, professional skills and perspective will make them a valuable addition to our Board as we seek to fulfill that mission going forward.”

The governor appoints the members and chairman of the SCDNR Board, the policy-making body for the South Carolina Department of Natural Resources, with confirmation by the state Senate. One member is chosen to represent each of South Carolina's seven congressional districts. The Board meets on a monthly basis to discuss and set policies for the agency, which is composed of five divisions: Wildlife and Freshwater Fisheries, Marine Resources, Law Enforcement, Division of Administration, and Land, Water and Conservation.
